《建议斯里兰卡成为国际语言组织创始国》

尊敬的斯里兰卡领导人，尊敬的斯里兰卡人民：
    为了推动人类语言进步，我发起创立国际语言组织。我向斯里兰卡请求，在斯里兰卡的首都建立国际语言组织总部大厦。
    国际语言组织的诞生，将会推动人类语言取得巨大进步，从而推动人类大脑的巨大进化，从而推动人类历史发展到高度文明历史的阶段。这是全世界人的使命，这是神圣的使命。
    国际语言组织概况：
    1，国际语言组织的宗旨，促进全世界的语言科学的发展，促进全人类的语言的进步。

    6，国际语言组织的地位：国际语言组织属于全人类，国际语言组织的一切由全人类决定，不属于任何国家的内政管辖，国际语言组织与任何国家的关系都是外交关系。国际语言组织代表全人类，国际语言组织取得的成绩的大小体现全人类的历史进步程度，体现全人类的发展水平。
    7，国际语言组织的经费：会员国承担经费，同时，接受全世界捐助，ILO国际大酒店的营业收入。
    尊敬的斯里兰卡领导人和加拿大人民，国际语言组织在斯里兰卡诞生，对斯里兰卡有很多好处：
    1，斯里兰卡首都将会成为全世界的语言圣地，就像耶路撒冷是宗教圣地那样。

    11，按照国际语言组织规定，斯里兰卡领导人享有国际语言组织终身名誉主席荣誉和待遇。
    尊敬的斯里兰卡领导人，如果斯里兰卡接受我的请求，那么下一步，国际语言组织与斯里兰卡签署议定书，确定国际语言组织在斯里兰卡的活动的总体框架，国际语言组织按照议定书在斯里兰卡开展活动。议定书签署后，由斯里兰卡的新闻媒体向世界报道国际语言组织的设立在斯里兰卡的消息，世界各地新闻媒体可以转载。我写了《议定书》的草稿，请看附件，斯里兰卡政府可以协商修改补充完善议定书的内容。

    2，乙方同意甲方创始人的请求，同意国际语言组织设立在乙方首都，乙方提供国际语言组织建设总部大厦所需的土地。乙方给予甲方外交地位，按照维也纳外交公约处理甲方乙方的关系。
    3，甲方专门从事推动人类语言进步的活动，乙方提供便利支持。
    4，甲方邀请的人员来国际语言组织，乙方应该积极办理签证。
    5，国际语言组织实行国家会员制，乙方与其他会员国具有同等地位。

    国际语言组织属于全世界，乙方与国际语言组织签署议定书，也可以说这是乙方与全世界签署议定书。乙方也是世界的一部分，所以，乙方也应该立足于国际语言组织立足于世界考虑议定书的内容的确定。
本议定书草案双方进一步探讨，修改，补充，然后形成正式议定书。正式议定书确定后，甲方乙方签字生效。由乙方国家新闻媒体公布，世界各地新闻媒体可以转载。

【Proposal for Sri Lanka to Become a Founding Member of the International Language Organization】

Respected leaders of Sri Lanka, respected people of Sri Lanka:  
In order to promote the progress of human language, I have initiated the establishment of an international language organization. I request Sri Lanka to establish the headquarters building of the international language organization in the capital of Sri Lanka.  
The birth of the international language organization will drive tremendous progress in human language, thereby promoting significant evolution of the human brain, and thus advancing human history to the stage of highly civilized history. This is the mission of all people in the world, this is a sacred mission.
Overview of the International Language Organization:
1. Purpose of the International Language Organization: To promote the development of language science worldwide and to advance the languages of all humanity.
2. Main tasks of the International Language Organization: A. To establish a global platform where people around the world can use this platform to raise questions, research problems, and solve issues to promote the progress of human languages. B. To establish a global coordination mechanism to provide services for communication and collaboration among language research efforts worldwide, and to provide services for the protection and promotion of ethnic languages globally. C. To carry out and fund important linguistic research activities, reward individuals who make significant contributions to the progress of human languages, and organize worldwide seminars, forums, and conferences on human language issues, etc.
3. Organizational method of the International Language Organization: It implements a national membership system and invites people from around the world to participate in activities promoting the progress of human languages.
4. Institutions of the International Language Organization: Assembly of Member States; Council; Executive Council; President; Secretariat; Academic Research Department; Language Progress Award Committee; Committee for the Protection of Ethnic Languages; etc.
5. Main characteristics of the International Language Organization: An international organization established among countries, built and maintained by the power of member states, open to participation from people worldwide, and specialized in activities that promote the progress of human languages.
6. Status of the International Language Organization: The International Language Organization belongs to all humanity. All matters of the organization are decided by all humanity and do not fall under the domestic jurisdiction of any country. The relationship between the organization and any country is diplomatic. The organization represents all humanity, and the extent of its achievements reflects the level of historical progress and development of all humanity.

2. The International Language Organization promotes significant advancements in human language. 6. The International Language Organization will support the language universities in Sri Lanka to become world-class universities. 
7. The world’s top linguistic journals held by the International Language Organization will publish a large number of papers by Sri Lankan scholars. 
8. Many Sri Lankans will become world-class linguists, and universities around the world will have increased opportunities to recruit Sri Lankan linguists as faculty members. 
9. The International Language Organization holds approximately ten global symposiums on human language issues each year, with about 500 linguists from around the world attending each symposium, totaling around 5,000 linguists visiting Sri Lanka annually. 
10. The national and social development of Sri Lanka will also advance in the best direction for humanity. 
11. According to the regulations of the International Language Organization, Sri Lankan leaders enjoy the lifelong honorary chairman title and privileges of the International Language Organization.
Honorable leaders of Sri Lanka, if Sri Lanka accepts my request, the next step will be for the International Language Organization to sign a protocol with Sri Lanka, establishing the overall framework for the activities of the International Language Organization in Sri Lanka. The International Language Organization will carry out activities in Sri Lanka according to the protocol. After the protocol is signed, Sri Lankan media will report to the world about the establishment of the International Language Organization in Sri Lanka, and media around the world can reprint the news. 1. The founder of Party A, Gaigailun, requested Party B to establish the headquarters of the International Language Organization in the capital of Party B.
2.
